The Golden Moonlight skin is a reward for reaching Gold tier in Competitive mode. Reaching Gold I, II, or even Gold III is sufficient; any Gold tier rank qualifies you for the skin. Furthermore, rank decay (dropping to Bronze after reaching Gold) doesn't affect eligibility.
