Getting the standard Napoleon is simple. No in-game purchases or extensive playtime are required. Just register a 2K account and link it to your Civilization VII platform.

Unlocking Revolutionary Napoleon:
This version is slightly more challenging. Simply linking accounts isn't enough. You must own Civilization VI.
