Yasuda highlighted the game's robust action as a key factor in its selection for this enhanced release, emphasizing the "Black" designation as signifying a definitive edition, mirroring the impact of NINJA GAIDEN Black on the first game. The development, spurred by fan feedback following the 2021 NINJA GAIDEN Master Collection release, aims to address concerns about Ryu Hayabusa's future, particularly in light of NINJA GAIDEN 4's new protagonist. The narrative remains faithful to the original NINJA GAIDEN 2.

Revealed at Xbox Developer Direct 2025 alongside NINJA GAIDEN 4, NINJA GAIDEN 2 Black launched immediately, marking 2025 as "The Year of The Ninja" for Team Ninja's 30th anniversary. Yasuda positioned the release as a satisfying interim experience for fans eagerly awaiting NINJA GAIDEN 4's Fall 2025 launch.

NINJA GAIDEN 2 Black is the fifth iteration in the NINJA GAIDEN 2 series. Its lineage includes the 2008 Xbox 360 exclusive original, the 2009 PS3 enhanced version NINJA GAIDEN Sigma 2 (adjusted for German release after the original's ban due to graphic content), the 2013 PS Vita update NINJA GAIDEN Sigma 2 Plus (reintroducing gore and adding features like Hero Mode and Ninja Race), and the 2021 NINJA GAIDEN Master Collection (comprising Sigma, Sigma 2, and NINJA GAIDEN 3: Razor’s Edge).
