The plot thickens when the family dog, Shiro, returns home covered in soot and dashes off. Curiosity piqued, Shin Chan follows him and stumbles upon a mysterious train. An accidental journey leads him to the enigmatic Coal Town.

In Coal Town, Shin Chan meets Yuri, a young inventor, who enlists his help to gather materials for her innovative projects aimed at improving the town's quality of life. However, her older brother Chuck introduces a 'waste-free' system that disrupts the town's harmony. Shin Chan must assist Yuri in thwarting Chuck's plans and restoring balance to Coal Town.
