Initially, a three-week delay was implemented for the Dalaran Epilogue. As of January 7th, this restriction has been lifted. To unlock this campaign, complete both the leveling campaign and the Level 80 campaign (requiring Renown Four with all four Khaz'algar factions).
If unsure about your progress, visit Foundation Hall (the prologue quest starting point for Patch 11.1). If Khadgar is present (after January 7th), a quest will be available. His absence indicates unfinished campaign quests. The Dalaran Epilogue quest list is below:
Completing this campaign unlocks the "Fate of the Kirin Tor" achievement and the "Witness of the Kirin Tor" title.
